The New Jersey Cannabis Regulatory Commission put a package of licensing, waiver and enforcement items to votes at its 29 October 2026 public meeting. The slides list the motions only. They record no results, and Green Ark has not confirmed any outcome.
The listed items were:
- SEEF: extending the deadline for Social Equity Excise Fee decisions. The slides give no new date.
- Licensing: 16 ownership changes in two votes (a 17th sits within a satellite request), two conditional-to-annual conversions, three annual licences, business conversions, and satellite requests for Newark and Hackettstown.
- Extension: an administrative extension of 12 Curaleaf NJ II adult-use licences and medicinal permits.
- Waivers: four waivers of N.J.A.C. 17:30 rules, covering delivery vehicles (WR078), pesticides (WR079), remediation of failed test batches (WR081) and the $1,000,000 delivery-vehicle insurance requirement (WR082).
- Enforcement: notices against HudHaus, Voltaire NJ and The Frosted Nug at Carney's Point.
The next meeting is on 10 December at 11 a.m.
What this means
Our analysis: microbusinesses are 34% of New Jersey licensees but about 11.5% of September 2026 adult-use sales.
Microbusiness weight
The Commission reported 878 microbusinesses, 34% of licensees, against a 25% benchmark. Their September 2026 sales were $13.5m of $117.5m in total, so 13.5 ÷ 117.5 ≈ 11.5%. This assumes the sales series and the licensee count cover the same businesses. The slides' sales figures are Metrc-based estimates that may be revised. Investors and lenders could treat licence counts as a weak guide to revenue share.
Mixed operators
Curaleaf NJ II's extension covers both adult-use licences and medicinal permits. The Green Ark knowledge base says that since 28 April 2026 marijuana under a state medical licence is Schedule III, while adult-use stays Schedule I. It also says mixed operators must apportion for section 280E, and IRS guidance has not yet been issued. Mixed operators may want to review how their records separate the two streams.
Enforcement themes
The notices cite storefront display, advertising-audience evidence and record-keeping (HudHaus). They also cite staff starting before fingerprinting and ID-card issue, three-hour loss reporting and training records (Voltaire NJ), and trading at an unauthorised location (The Frosted Nug at Carney's Point). Retailers could check those controls against the cited failures.

Limits
- The slides give no voting outcomes. A Heady NJ report says the SEEF review was postponed and fines of $105,000 were imposed. That is a news report, and the slides give no fine amounts.
- The microbusiness comparison is a rough calculation across two different measures.
